I've just made a spreadsheet of all the names and miscellaneous words we have in the lexicon, trying to find some cohesive rules around which we can build to expand the language.
There aren't any.
There are a few places where I can tell the same person created several words because they actually seem to use similar roots and structures, but there is no sense of an overarching grammatical structure, or even traditions like masculine and feminine name endings. Hell, we have multiple words meaning the same thing or similar things with no obvious connection between them.
Examples:
Jiljoo - gem Jab - gem-like Pampy - jewel
Oola - water Ruti - water
Ayy - star Wedgan'tilles - slayer of stars
Ann - moon Faho'lalesk - plague moon
Blankuna - philosophical Kopecz - philosopher
Now, in most cases we could play with the words to give them similar but more specific meanings. For example, perhaps "til" is a singular star, "tilles" is the plural of stars, and Ayy is a specific star in the night sky of Ryloth with some significance attached to it - like Polaris (the North star). Or Ruti means "water" and Oola means "flowing". But I'd like to sit down with a group of Twi'lek roleplayers and sort through the words we have to try to separate the discrepancies and create some solid rules we can use to create words in the future.
